The answer
Palm Beach (the high-rise strip — Ritz-Carlton, Marriott, Hyatt, Hilton, Hard Rock) is the most walkable area on the island. Restaurants, two shopping centers (Palm Beach Plaza, Paseo Herencia), bars, cafés, and the beach itself are all within a 15-minute walk of any property there. Eagle Beach is the opposite — quieter, low-rise, with restaurants 5–10 minutes by car or a longer beach walk. Noord and Oranjestad require a taxi or rental car. If walkability is a priority and you don't want a car, choose Palm Beach. If you want quiet and your resort has dinner on-site, Eagle Beach works fine.
